The National Merit Scholarship Program is an academic competition for recognition and college scholarships that began in 1955. High school students enter the National Merit Scholarship Program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), which serves as an initial screen of approximately 1.6 million entrants each year, and by meeting published program entry and participation requirements.
To enter the National Merit Scholarship Program and compete for recognition and 8,700 scholarships to be offered in 2021:
Take the PSAT/NMSQT in October 2019.
Meet other entry requirements.
Program entrants must take the test in the specified year of the high school program (see page 6). The 2019 PSAT/NMSQT is the qualifying test for entry to the 2021 program. Most entrants will complete high school and enroll in college in 2021.

The National Merit Scholarship Program is an annual academic competition among high school students for recognition and college scholarships. The program is conducted by National Merit Scholarship Corporation (NMSC), a not-for-profit organization that operates without government assistance.
The 2019 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) is the qualifying test for entry to the 2021 National Merit Program. (The PSAT 10 and PSAT 8/9 will NOT be considered for entry to the National Merit Scholarship Program.) The competition will span about 18 months from entry in the fall of 2019 until the spring of 2021 when scholarships for college undergraduate study will be awarded. It is expected that about 4 million students will take the PSAT/NMSQT in 2019, and approximately 1.6 million of them will meet requirements to enter this program.

To enter the 2021 National Merit Program, a student needs to meet all of the following requirements. A student must:
1. be enrolled as a high school student (traditional or homeschooled), progressing normally toward graduation or completion of high school by 2021, and planning to accept admission to college no later than the fall of 2021;
2. attend high school in the United States, District of Columbia, or U.S. commonwealths and territories; or meet the citizenship requirements for students attending high school outside the United States (see below);

To participate in the National Merit Program, students must take the PSAT/NMSQT in the specified year of their high school program. Because a student can participate (and be considered for a scholarship) in only one specific competition year, the year in which the student takes the PSAT/NMSQT to enter the competition is very important.
1. Students who plan to spend the usual four years in high school (grades 9 through 12) before entering college full time must take the qualifying test in their third year of high school (grade 11, junior year). Sophomores who take the 2019 PSAT/NMSQT but plan to spend four years in grades 9 through 12 will not meet entry requirements for the 2021 National Merit Program. They must take the PSAT/NMSQT again in 2020 (when they are juniors) to enter the competition that will end when scholarships are awarded in 2022, the year they will complete high school and enter college.
2. Students who plan to leave high school early to enroll in college full time after spending three years or less in grades 9 through 12 usually can participate in the National Merit Program if they take the PSAT/NMSQT before they enroll in college. To enter the competition for awards offered in 2021, these students must be in either the next-to-last or the last year of high school when they take the 2019 PSAT/NMSQT:
a. if they are in the next-to-last year of high school when they take the 2019 PSAT/NMSQT, awards will be offered as they are finishing their last year of high school; or
b. if they are in their last year of high school when they take the 2019 PSAT/NMSQT, awards will be offered the year after they have completed high school.

Students who plan to participate in a postsecondary enrollment options program (through which they enroll simultaneously in both high school and college) must take the qualifying test in their third year of high school (grade 11, junior year). To enter the competition that ends when scholarships are offered in 2021, these students must be in their third year of high school when they take the 2019 PSAT/NMSQT, the same as all other students who plan to spend four years in grades 9 through 12. The high school determines whether a student is participating in a post-secondary enrollment options program and certifies the students status.
4. Students who plan to take five years to complete grades 9 through 12 can participate in the National Merit Program if they take the PSAT/NMSQT in the third year of high school and again in the fourth year. These students Selection Index scores will not be eligible for the program until a written request for entry to the competition is approved by NMSC. The request should include the students name, high school name and location, year the student began high school, year the student will complete high school, and a brief explanation of the students educational pattern.
NMSC will use the students Selection Index score from the PSAT/NMSQT taken in the students third year of grades 9 through 12 to determine the expected level of recognition. In order to be recognized in the fifth (final) year of high school, the student must take the PSAT/NMSQT again in the fourth year, and earn a qualifying Selection Index score at or above the level achieved on the third year test. The level of recognition a student receives cannot exceed the level earned on the qualifying test taken during the students third year in grades 9 through 12, the year in which all other competitors are considered.

NMSC uses PSAT/NMSQT Selection Index scores (calculated by doubling the sum of the Reading, Writing and Language, and Math Test scores) as an initial screen of some 1.6 million program entrants. The 2019 Selection Index scores of all students who meet entry requirements for the 2021 program will be considered. In the spring of 2020, NMSC will ask high school principals to identify any errors or changes in the reported eligibility of their high scorers (students whose Selection Index scores will qualify them for recognition in the fall of 2020).
Commended Students. In September 2020, more than two-thirds (about 34,000) of the high scorers will be designated Commended Students. They will be named on the basis of a nationally applied Selection Index qualifying score that may vary from year to year. In recognition of their outstanding ability and potential for academic success in college, these students will be honored with Letters of Commendation sent to them through their high schools. Although Commended Students will not continue in the competition for National Merit Scholarships, some may be candidates for Special Scholarships offered by corporate sponsors. NMSC will notify those candidates in November 2020.
Semifinalists. Some 16,000 of the high scorers, representing less than 1 percent of the nations high school graduating seniors, will qualify as Semifinalists. Only Semifinalists will have an opportunity to advance in the competition for Merit Scholarship awards. NMSC will notify Semifinalists of their standing and send scholarship application materials to them through their high schools in September 2020. Their names will be sent to regionally accredited four-year U.S. colleges and universities and released to local news media for public announcement in mid-September.
NMSC designates Semifinalists in the program on a state-representational basis to ensure that academically able young people from all parts of the United States are included in this talent pool. Using the latest data available, an allocation of Semifinalists is determined for each state, based on the states percentage of the national total of high school graduating seniors. For example, the number of Semifinalists in a state that enrolls approximately two percent of the nations graduating seniors would be about 320 (2 percent of the 16,000 Semifinalists).
NMSC then arranges the Selection Index scores of all National Merit Program participants within a state in descending order. The score at which a states allocation is most closely filled becomes the Semifinalist qualifying score. Entrants with a Selection Index score at or above the qualifying score are named Semifinalists. As a result of this process, Semifinalist qualifying scores vary from state to state and from year to year, but the scores of all Semifinalists are extremely high.
In addition to Semifinalists designated in each of the 50 states and without affecting the allocation to any state, Semifinalists are named in several other selection units that NMSC establishes for the competition. These units are for students attending schools in the District of Columbia, schools in U.S. commonwealths and territories, schools in other countries that enroll U.S. citizens, and U.S. boarding schools that enroll a sizable proportion of their students from outside the state in which the school is located. A participant can be considered for Semifinalist standing in only one state or selection unit, based on the high school in which the student is regularly enrolled when taking the PSAT/NMSQT.
Finalists. A Semifinalist must fulfill several additional requirements and advance to the Finalist level of the competition before being considered for a National Merit Scholarship. Over 90 percent (about 15,000) of the Semifinalists are expected to become Finalists and receive a Certificate of Merit attesting to their distinguished performance in the competition. Only Finalists will be considered for the 7,600 National Merit Scholarships. Approximately half of the Finalists will be Merit Scholarship winners (Merit Scholar awardees). Winners are chosen on the basis of their abilities, skills, and accomplishmentswithout regard to gender, race, ethnic origin, or religious preference. Scholarship recipients are the candidates judged to have the greatest potential for success in rigorous college studies and beyond.
To receive a scholarship payment, a Merit Scholarship winner must notify NMSC of plans to (a) enroll in a college or university in the United States that holds accredited status with a regional accrediting commission on higher education, and (b) enroll full time in an undergraduate course of study leading to a traditional baccalaureate degree. NMSC scholarship stipends are not payable for attendance at service academies or certain institutions that are limited in their purposes or training.
The selection process involves evaluating substantial amounts of information about Finalists obtained from both students and their high schools. Included are the Finalists academic record (course load and difficulty level, depth and breadth of subjects studied, and grades earned); standardized test scores; the students essay; demonstrated leadership and contributions to school and community activities; and the school officials written recommendation and characterization of the Finalist. The same process is used to select Special Scholarship winners for a corporate sponsors awards.
Types of Scholarships Some 7,600 National Merit Scholarships of three types and approximately 1,100 Special Scholarships will be awarded in 2021; these 8,700 awards will have a combined value of about $41 million. Different types of scholarships will be offered, but no student can receive more than one monetary award from NMSC.
National Merit $2500 Scholarships. These awards are unique because every Finalist is considered for one and winners are named in every state and other selection unit. The number awarded in each state is determined by the same representational procedure used to designate Semifinalists. Finalists compete with all other Finalists in their state or selection unit for one of the 2,500 National Merit $2500 Scholarships. Winners are selected by a committee of college admission officers and high school counselors.
National Merit $2500 Scholarships provide a single payment of $2,500. NMSCs own funds support the majority of these scholarships, but corporate sponsors help underwrite these awards with grants they provide to NMSC in lieu of paying administrative fees.

‘the key of my identity devastated me’: could official data show the certainty about my childhood? | PSAT real questions and Study Guide

It was in early 2020 that I got the first few fragments of my care statistics from my native council. They arrived in an electronic mail, with a secure link to a server the place I may get a pdf of documents that had been collated, redacted and scanned. I frequently imagine that these files were sitting within the forgotten basement of some council constructing in Guildford. perhaps a civil servant had to find a torch and descend a collection of concrete steps into the dark, brush the cobwebs faraway from the cabinet and jimmy it open with a crowbar to undertake the labour of analyzing, sorting, censoring and digitising every page of guidance stored about me. in that case, they may had been there ages. The collection of documents anatomising my state guardianship spanned more than two many years.

Even earlier than I determined to ask for them, I knew that the information could be altered: the tips Governance department at Surrey county council, like several native councils, owes an obligation of confidentiality to third parties. I knew that may include contributors of my organic household, social people, academics, foster carers, or foster siblings. I knew that i would be receiving mutated facts: bits and pieces of stories, fragments of memories that had been taken aside and put back together.

i was fortunate, truly, that I may get to it in any respect: 30,000 infants enter the care equipment each year, every with their personal file stuffed with their life history, identical to mine. but few care leavers will ever see these info. The technique of having access to them is prolonged and needlessly bureaucratic. I even have friends whose files have been misplaced or destroyed, leaving them with no records of their childhood in anyway.

nonetheless, the primary records dump, after I received it in 2020, greater than a yr after my preliminary field entry request, took me without warning. i used to be 26 and nevertheless residing with the fogeys who had fostered me and my elder brother from the a long time of two and four, respectively, within the bedroom I had spent my adolescence in, with the identical 1970s swirly crimson carpet that had been laid when the condominium changed into built.

The theory that there have been big swathes of my own historical past that I may recover by using obtaining these files was deeply appealing

When the electronic mail arrived, I known as my mum into the room: she sat down with me on my bed, both of us quiet with nervous anticipation. We had pointed out asking for the records: my foster mom (whom I believe to be my mum) supported me, but additionally warned me of how the data might make me feel. researching the grotesque details of my early childhood for the first time may recuperate traumatic memories. My brother, who had moved out with the aid of then, had no hobby in accessing his information; I knew that to ask him about our story would re-traumatise him, considering with two years’ seniority he remembered so many greater horrifying details than I did. I had to try this on my very own.

“You don’t must study them,” Mum told me gently. “that you would be able to put them in a box below your bed and ignore them. that you can retain them safe; that you may put them within the loft; you can provide them to a person you have faith for safekeeping unless you’re able.”

She changed into correct: there become no real want for me to tug up a past (the parts of it I remembered) that I had spent countless hours in remedy as a young person processing in suit and harmless ways, and then burying. but the idea that there have been huge swathes of my very own heritage that I may Boost effortlessly with the aid of acquiring these files, to which i used to be entitled, turned into deeply attractive. I had grown up stricken and sometimes depressing. I felt strongly that by using settling on and amassing the lacking puzzle items of my past, i'd be in a position to seem forward to my future as a extra comprehensive person.

“I are looking to read them,” I instructed my mum. “I feel I’m able.”

I even have all the time been acutely aware that I even have in no way in fact universal the complete story of how i was taken into care. i know that my brother and i had been taken by using social features from an abusive family unit situation, and have been fostered together. It’s abnormal for siblings to be stored together within the care device, so I count number us both very fortunate for that small mercy. We have been also lucky to live in a long-time period placement: a loving, reliable, secure home where we have been handled like individuals of the family; a family unit whose surname I took by way of deed poll, and whom I lived with unless final 12 months, simplest relocating out because the property fee downturn of the pandemic intended that I could finally find the money for to buy.

I have at all times been acutely conscious that I have under no circumstances definitely favourite the total story of how i used to be taken into care

There are a couple of things I bear in mind from the very early years of my life: the memory of being scared of every little thing, a clingy child who at all times crucial attention from adults. I bear in mind Christmas in our first short-time period placement with our foster carers’ two colossal greyhounds. I nevertheless have the presents we had been because Christmas: beaded necklaces, and a soft toy Simba from The Lion King. The memories my brain has determined to retain are the happier ones: completely satisfied moments spent with my brother, days with ice-cream on the beach and mountain climbing timber on holiday in Cornwall with my new family unit. but the photo has all the time been far from complete.

When i was aged between 5 and 12, my social worker's used a set of storytelling workout routines referred to as lifestyles Story Work, designed to help children who have skilled trauma to fill the gaps in their memory and figuring out. It helped me piece collectively probably the most fragments I had of my early childhood: photos of our first household domestic, and the day we had been taken faraway from that domestic. however when it comes to the details, my memory fails me. i do know one of the crucial story, of course, however social laborers not noted the most stunning parts: particulars that I best understood years later through re-examining the little counsel I had, and prodding my foster parents for extra.

Kirsty Capes: ‘I have realised that the keys to my old identification aren’t as critical as the person i am now.’ image: Cian Oba-Smith/The Guardian

finally, I pieced together the nature and a few of the particulars of the abuse we suffered. I keep in mind that no grownup desires to explain to a bit woman what her organic mother did to trigger a bit 31 care order, law that instructs a local authority to assume parental responsibility for a toddler, because of risk of hurt. How do you explain abuse and intellectual ailment to a toddler? once I obtained older and a little more clued up on the care system, I understood that the “official line” of social capabilities throughout my childhood (“Mummy can’t look after you as a result of she’s not very smartly”) was the coded language of a a lot darker truth.

This transforming into sense of a secret on the heart of my id slowly devastated me, and the weight of it bore down on me via my teenage years. i was rebellious: I broke the condo guidelines and lied to my fogeys about the place i was and what i was doing. I began smoking at 12, first tobacco and later marijuana. I self-harmed, which led to therapy. It became simplest with the assist of counselling that I all started to method this unresolved trauma and make some effort to circulate forward with my life, which I finally did. With the assist of my foster family unit, and particularly my mom, I made it through school and went on to study inventive writing at college. i ended up submitting my PhD thesis in 2019; anything i would certainly not have been able to do with out them.

however the sluggish and laborious task of fitting extra comfy with dwelling in my own skin, of setting up an id, aspirations, desires and goals for myself, didn’t negate the experience of whatever misplaced – the black vacuum within the centre of my being that represented my very own missing background.

In my bedroom with my mum, I felt the possibility of what the files held grasp thick in the air between us. We opened the file together. I didn’t be aware of what to expect, however I had certainly certainly not imagined what I discovered. I scrolled in the course of the pages of documentation (almost 600, altogether) and felt unwell to my belly. huge swathes of text had been redacted. not just different americans’s names and private guidance, it seemed. As I scrolled, I saw that there were sections of 10, 20, 30 pages that had been completely blank, with a little be aware in purple at the desirable of the page – “third celebration” – indicating that this information become not mine and i was for this reason not entitled to it.

i used to be dumbfounded: appalled by way of the stage of censorship utilized to my very own historical past. whereas i used to be in shock, my mother was furious. “How could they do that to you?” she demanded. “It’s your lifestyles. It’s your story. They haven't any correct to take it away.”

I estimate that up to ninety% of that first facts dump – and the experiences it informed about my care experience, and my younger existence – become long past

i used to be completely sympathetic to the should offer protection to others’ own information – phone numbers and addresses. What I couldn’t fathom changed into what could be sitting behind the whole white pages of redaction, hundreds of them, the place not a single piece of the customary document remained. total sections of my young lifestyles had been cut away, secrets hidden behind the redactor’s white blocks and GDPR law. I estimate that as much as ninety% of that first statistics dump (and the experiences it instructed about my care experience, and my younger existence) became gone.

My mum and that i read what little remained collectively: small fragments and anecdotes about my childhood, supervised contact visits at age three or four with my organic parents; college reviews and clinical data; particulars of a combat I had with my brother; the proven fact that I liked to play with dolls and put on singing and dancing indicates for my foster family. My mum loved practicing through these snippets, giggling on the recollections of me as a baby, headstrong and mischievous. “A appropriate madam,” she always known as me, and she noted it once more now. there have been accounts of selected incidents that my mum could add coloration to, beyond the methodical, bureaucratic language. like the time at child faculty, not lengthy after being taken into care, when I determined to steal a pair of safety scissors from the stationery trolley, take myself off to the toilets and bring to an end a piece of my hair. Or, no longer lengthy afterwards, my satisfaction at being chosen to play a bumblebee at a dance recital, which meant that I bought my very personal tutu.

It’s been over a 12 months in view that that first instalment of my care statistics became delivered. as soon as a month, Surrey county council sends a different batch – sifted, redacted and scanned – as a single pdf. the brand new documents are no greater than the primary. every file is up to 1,000 pages in size, but the overwhelming majority are clean; those that aren’t are so heavily censored as to be essentially incomprehensible.

Of the assistance that remains, the stories are cold, unfeeling, said judgments from social workers, case employees and counsellors. A file from 1996 describes how my youngster self “checks boundaries”, “tends to squabble” and has “crying/screaming temper tantrums”. In a 1999 report, when i used to be six, it's cited that my “aggressive behaviour has no apparent set off”. a different from 2003 cryptically notes that “Kirsty has turn into difficult against [redacted]”. In 2005, when i used to be 12, one social worker wrote, “Kirsty needs to be reminded to brush her teeth each day and often her hair appears wet however is actually greasy”. The identical document continues: “advised [redacted] of the concerns re Kirsty lying and that a meeting had been organised to accept as true with this.”

The reviews pathologise my childhood behaviour and persona in a method that, as an adult, confuses and shames me. This vision of my young self as dirty, a liar, problematic and aggressive bears no resemblance to the edition of myself that I bear in mind. The approaches in which my social people described a traumatised baby make my stomach flip. meanwhile, the questions that dogged me during my time in care stay unanswered.

notably, i am slowly coming to terms with the fact there are huge chunks of reminiscence from my earliest years that i'll certainly not get well: reviews i will certainly not hear, and a secret history of my own self i'll certainly not be aware of. but I should remind myself of what my care journey has given me, which on brighter days seems a great deal more than it ever took away.

The records don’t tell the story of my family, who took in my brother and me, and handled us as their own. They don’t inform the reports of our resilience and accomplishments in the wake of trauma; the unconditional love that we share.

I don’t know after I’ll get the e-mail to claim that here is the ultimate instalment, that the disclosure of my public statistics is comprehensive and that i am in full possession of my own background. It may be years.

in the meantime, I actually have realised that the keys to my historical id aren’t as important as the adult i am now. The identity that I developed for myself – a successful, sensitive, compassionate, now and again over-sharing but loving girl – with the assist of my family, my friends, and loads of self-love. that's who matters probably the most.
